Under general supervision, the Aquatic Invasive Species (AIS) GIS Development Analyst position is responsible for developing and supporting ArcGIS Online (AGOL) and Vertigis development in coordination with the Water Resources Program in the Water Quality Bureau, Division of Environmental Management. This position will implement standards and guidelines of AGOL and Vertigis development, design web-based mapping applications and mobile tools to satisfy program needs in mapping, reporting, outreach/communication and field data collection.
This position will also be responsible for developing and maintaining GIS services and data used in application integration and representing WRM GIS needs at the department level.
55% Design, develop, maintain and support WRM Vertigis and AGOL spatial applications using GIS data.
- Analyze business requirements and evaluate alternatives to determine technical feasibility to solve business needs
- Lead the technical development and coordinate testing of water resources GIS projects utilizing advanced Vertigis, Portal for ArcGIS and AGOL tools (e.g. Survey123 Connect,
- Experience Builder, ArcGIS Dashboards, ArcGIS Field Maps, StoryMaps).
- Create application specific documentation for various audiences, including IT staff, program representatives, application testers and application users.
35% Develop and maintain GIS resources for use in various GIS applications (e.g. AGOL, Vertigis, Portal for ArcGIS, ArcGIS Pro).
- Maintain GIS services and application data for staff use and application integration
- Develop and manage routine task workflow automation for distribution (e.g. scripts, queries)
- Develop and maintain geospatial data, documentation, and metadata following established standards.
- Develop and maintain vector and raster datasets, and symbology sets.
10% Other tasks as assigned.
- Collaborate on teams with project managers, business relationship managers, GIS specialists, database specialists, and GIS developers.
- Attend Division and Department GIS meetings and participate actively on teams. Update WRM on important issues related to GIS.
Required Qualifications
- Knowledge of customer service concepts and strategies with strong problem-solving skills.
- Good organizational skills and ability to work independently while exercising sound judgment.
- Performs well under pressure, where timelines and accuracy are critical.
- Ability to communicate effectively both verbally and in writing and facilitate decision making in a group context.
- Must be detail oriented and perform tasks with a high level of accuracy.
- Knowledge of Aquatic Invasive Species concepts.
Preferred Qualifications
- University-level training in GIS or related field.
- Working knowledge of ESRI’s ArcGIS technologies including experience with ESRI geo-databases, spatial analyst tools, spatial statistic operations, and other data management tools.
- Experience using ESRI ArcGIS Online (AGOL) and ArcGIS Pro platforms to create and configure spatial tools (e.g Experience Builder, Story Maps, Dashboards, Field Collector, etc.)
- Experience with GIS Analysis for use in natural resource management including data modeling, complex GIS analysis and field data collection.
- Educational or professional experience programming (Python or JavaScript, ArcGIS Arcade) and/or custom widget design.
