With the instability of the water system they ever know when the water will be on, for how long, or when it will come on again. This interferes with peoples ability to do more than just focus on water. It also leads to conflicts as people wait in lines for hours and fights break out as to who was there first. The government in Kolkata needs to figure out a way to make the water distribution a stable system that their citizens can rely on to be available.
